At the approach of the new French levies, Eugene Beauharnais retreated from Magdeburg, and joined them on the Saale. The Allies and Napoleon now lay face to face, the Allies cutting off his advance towards Leipsic and thence to Dresden. He resolved to make a determined attack upon them, and demoralise them by a blow which should make him master of Leipsic, Dresden, and Berlin at once, and give its impression to the whole campaign. In the skirmishes which took place previous to the general engagement at Weissenfels and Poserna on the 29th of April and the 1st of May, Buonaparte gained some advantages; but in the latter action his old commander of the Imperial Guard, Marshal Bessires, was killed. His death was deeply lamented, both by his men, who had served under him from the very commencement of Buonaparte's career, and by Buonaparte himself.Accordingly, Charles could do nothing but maintain his position for the present in Scotland, and send off a messenger to France to announce his wonderful success, and to urge that now was the moment to hasten over troops and supplies, and secure the Crown and friendship of England for ever. He sent over Mr. Kelly to the French Court and to his father, and for a moment there was a lively disposition at Versailles to strike the blow. The king immediately despatched some supplies of money and arms, some of which were seized by English cruisers, and some of which arrived safely. There was also a talk of sending over Charles's brother, Henry, Duke of York, at the head of the Irish regiments and of others, and active preparations were made for the purpose at Dunkirk. But again this flash of enthusiasm died out, and Charles, three weeks after Kelly, sent over Sir James Stewart to aid him in his solicitations. But all was in vain. The French again seemed to weigh the peril of the expedition, and on their part complained that the Jacobites showed no zeal in England, without which the invasion would be madness. Thus the time went by, till the Dutch and English troops landed in England, and the opportunity was lost.
THREE:The news, when it reached England, produced a transport of exultation. Bells were rung, cannon fired, and great rejoicings made, anticipatory of fresh tidings of wonderful success. But very different was the reality. Wentworth called on Vernon to bombard Carthagena from the harbour, whilst he assailed it on land; but Vernon replied that he could not get near enough to attack the town effectually, and that Wentworth must attempt the reduction of the Fort San Lazaro, which commanded the town, and might be taken by escalade. This was[76] attempted, and while our men were thus standing under a murderous fire, they discovered, to their consternation, that their scaling ladders were too short. But the escalade was persisted in: they remained splicing their ladders, and a detachment of Grenadiers, under Colonel Grant, reached the top of a rampart; but Grant was instantly killed, and the Grenadiers hurled back over the wall. Still, the bull-dog spirit of the English made them persist in this desperate attempt, till six hundredthat is, half of them, lay dead, when they drew off.On the 19th of February the men heard an awful and mysterious sound, as if of thunder, beneath their feet. They instantly rushed to their arms, and thus many lives were saved. A tremendous earthquake shook down all the parapets built up with so much labour, injured several of the bastions, cast to the ground all the guard-houses, made a considerable breach in the rampart of a curtain in the Peshawur face, and reduced the Cabul gate to a shapeless mass of ruins. In addition to this sudden destruction of the fortificationsthe labour of three monthsone-third of the town was demolished. The report states that, within the space of one month, the city was thrown into alarm by the repetition of full 100 shocks of this phenomenon of Nature. Still, the garrison did not lose heart or hope. With indomitable energy, they set to work immediately to repair the damage. The shocks had scarcely ceased when the whole garrison was told off into working parties, and before night the breaches were scalped, the rubbish below was cleared away, and the ditches before them were dug out. From the following day all the troops off duty were continually at work, and so well sustained were their energy and perseverance, that by the end of the month the parapets were entirely restored, or the curtain was filled in, where restoration was impracticable, and every battery re-established. The breaches were built up with the rampart doubled in thickness, and the whole of the gates re-trenched. So marvellously rapid was the work of restoration that Akbar Khan declared that the earthquake must have been the effect of English witchcraft, as Jelalabad was the only place that escaped.

THREE:It was upon this very able report of Mr. Nicholls that the Irish Poor Law was based. After undergoing much consideration, it was finally adopted by the Government on the 13th of December, 1836, and on the following day he was directed to have a Bill prepared, embodying all his recommendations. This was accordingly done; and after being scrutinised, clause by clause, in a committee of the Cabinet specially appointed for the purpose, and receiving various emendations, the Bill was introduced on the 13th of February, 1837, by Lord John Russell, then Home Secretary, and Leader of the House of Commons. His speech on the occasion was able and comprehensive. "It appears," he said, "from the testimony both of theory and experience, that when a country is[406] overrun by marauders and mendicants having no proper means of subsistence, but preying on the industry and relying on the charity of others, the introduction of a Poor Law serves several very important objects. In the first place, it acts as a measure of peace, enabling the country to prohibit vagrancy, which is so often connected with outrage, by offering a substitute to those who rely on vagrancy and outrage as a means of subsistence. When an individual or a family is unable to obtain subsistence, and is without the means of living from day to day, it would be unjust to say they shall not go about and endeavour to obtain from the charity of the affluent that which circumstances have denied to themselves. But when you can say to such persons, 'Here are the means of subsistence offered to you'when you can say this on the one hand, you may, on the other hand, say, 'You are not entitled to beg, you shall no longer infest the country in a manner injurious to its peace, and liable to imposition and outrage.'" Another way, he observed, in which a Poor Law is beneficial is, that it is a great promoter of social concord, by showing a disposition in the State and in the community to attend to the welfare of all classes. It is of use also by interesting the landowners and persons of property in the welfare of their tenants and neighbours. A landowner who looks only to receiving the rent of his estate may be regardless of the numbers in his neighbourhood who are in a state of destitution, or who follow mendicancy and are ready to commit crime; but if he is compelled to furnish means for the subsistence of those persons so destitute, it then becomes his interest to see that those around him have the means of living, and are not in actual want. He considered that these objects, and several others collateral to them, were attained in England by the Act of Elizabeth. Almost the greatest benefit that could be conferred on a country was, he observed, a high standard of subsistence for the labouring classes; and such a benefit was secured for England chiefly by the Quest Act of Elizabeth. Lord John Russell then alluded to the abuses which subsequently arose, and to the correction of those abuses then in progress under the provisions of the Poor Law Amendment Act, and said that we ought to endeavour to obtain for Ireland all the good effects of the English system, and to guard against the evils which had arisen under it.The irritation arose from the fact that the force of public opinion was wresting political power from the families that had so long held it in well-assured possession as their hereditary right. Mr. Canning appeared before them as the man in whom that opinion had triumphedwho, by his own talents and merit alone, had risen to the first position in the State, to be, in fact, the chief ruler, the acting Sovereign of the empire. Hence the mortification, hence the factious wrath that was poured upon his devoted head. They succeeded in victimising a statesman of whom, as Englishmen, they ought to have been proud, vainly hoping that they could thereby maintain the domination of their order in the Government of the country. They were aware that the state of Mr. Canning's health was not good. He had all the exquisite sensibility as well as the pride of genius. His finely strung nervous system had been overwrought by incessant labour and anxiety, and irritated by the unworthy and unmerited attacks to which he had been subjected. He suppressed his feelings with a manly self-control, and a noble disdain of the mean and virulent assaults upon him. But he felt keenly, nevertheless, and the more carefully he hid the wounds of his mind, the more fatally the poisoned shafts rankled within.

FORE:Trautmansdorff now hastened to conciliate in earnest. He issued two-and-twenty separate proclamations, made all kinds of fair promises, restored the arms of the citizens, and liberated the imprisoned patriots. But it was too late. The insurgents, under Van der Mersch, were fast advancing towards Brussels, and Dalton marched out to meet them; but he was confounded by the appearance of their numbers, and entered into an armistice of ten days. But this did not stop the progress of insurrection in Brussels. There the people rose, and resolved to open the gates to their compatriots. Women and children tore up the palisades, and levelled the entrenchments. The population assumed the national cockade, and the streets resounded with cries of "Long live the Patriots!" "Long live Van der Noot!" Dalton retreated into Brussels, but found no security there. The soldiers began to desert. The people attacked those who stood to their colours, and Dalton was glad to secure his retreat by a capitulation. In a few days the insurgents from Breda entered, Trautmansdorff having withdrawn at their approach, and the new federal union of the Netherlands was completely established. The State of Luxembourg was the only one remaining to Joseph, and thither Dalton retired with his forces, five thousand in number.

FORE:It is impossible to conceive the extent of suffering and desolation inflicted upon society, almost every family being involved, more or less, in the general calamity. Flourishing firms were bankrupt, opulent merchants impoverished, the masses of working people suddenly thrown out of employment, and reduced to destitution; and all from causes with which the majority had nothing to docauses that could have been prevented by a proper monetary system. If Bank of England notes had been a legal tender, to all intents and purposes supplying the place of gold as currency; if these notes had been supplied to the country banks in any quantities they required, ample security being taken to have assets equal to their respective issues, then the currency would have had an elastic, self-adjusting power, expanding or contracting according to the requirements of commerce. Inordinate speculation would not have been stimulated by a reckless system of credit, and business would have been conducted in a moderate and judicious manner, instead of rushing on at a high pressure that rendered a crash inevitable. The Government, after anxious and repeated deliberations, supplied a remedy on this principle. They determined to issue one-pound and two-pound notes of the Bank of England, for country circulation, to any amount required. In the meantime the Mint was set to work with all its resources in the coining of sovereigns[244], which, for the course of a week, were thrown off at the rate of 150,000 a day. The notes could not be manufactured fast enough to meet the enormous demand for carrying on the business of the country. In this dilemma the Bank was relieved by a most fortunate discoverya box containing 700,000, in one- and two-pound notes that had been retired, but which were at once put into circulation. The people having thus got notes with Government security, the panic subsided, and the demand for gold gradually ceased. The restoration of confidence was aided by resolutions passed at a meeting of bankers and merchants in the City of London, declaring that the unprecedented embarrassments and difficulties under which the circulation of the country laboured were mainly to be ascribed to a general panic, for which there were no reasonable grounds; that they had the fullest confidence in the means and substance of the banking establishments of the capital and the country; that returning confidence would remove all the symptoms of distress caused by the alarms of the timid, so fatal to those who were forced to sacrifice their property to meet unexpected demands. The new measures so promptly adopted and so vigorously carried into effect, raised the circulation of the Bank of England notes in three weeks from 17,477,290 to 25,611,800. Thus the regular and healthful action of the monetary system was restored by an adequate circulation of paper money, on Government security, without specie to sustain it. There were at the time of the crash 770 country bankers; 63 stopped payment, 23 of them having subsequently resumed business, and paid twenty shillings in the pound; and even those that were not able to resume, paid an average of seventeen shillings and sixpence in the pound. It was estimated that the total loss to the country by this panic was one hundred million pounds.

FORE:[See larger version]Amid these popular outbursts the great body of the Spaniards were calmly organising the country for defence. A junta or select committee was elected in each district, and these juntas established communications with each other all over the land. They called on the inhabitants to furnish contributions, the clergy to send in their church plate to the mint, and the common people to enrol themselves as soldiers and to labour at the fortifications. The Spanish soldiers, to a man, went over to the popular side, and in a few days the whole nation was in arms. The crisis of which Buonaparte had warned Murat was come at once, and the fight in Madrid on the 2nd of May was but the beginning of a war which was to topple the invader from his now dizzy height. This made Buonaparte convene a mock national junta, or Assembly of Notables, to sanction the abdication, and the appointment of Joseph Buonaparte as the new monarch. Joseph entered Madrid on the 6th of June, and proclaimed a new constitution.

THREE:The debates were very animated, and excited the liveliest interest. The Bill was read the first time by a majority of five. On the 10th of May the House divided on the second reading, which was carried by a majority of twelve, the numbers being, for the Bill, two hundred and thirty-five; noes, two hundred and twenty-three. The exertions made to defeat this Bill were extraordinary. There were twenty-seven pairs of members who appeared in the House. The Duke of York canvassed against it in all directions with the utmost zeal and activity. It was felt that if it passed into law, the admission of Roman Catholics into the Lower House must follow as a matter of course. The Bill, however, was thrown out by the Lords.But though we punished the Dutch for their French predilections, the tide of French success was rolling on in various quarters, and presenting a prospect of a single-handed conflict with France. The powers on whose behalf we had armed were fast, one after another, making terms with the Republicans. Holland was in their hands, and the King of Prussia, on the 5th of April, concluded a peace with them at Basle, in which he agreed to surrender to France all his possessions on the left bank of the Rhine, on condition of retaining those on the right. There was a mutual exchange of prisoners, including the troops of such other German States as had served with Prussia. Spain hastened to follow the example of Prussia. A peace was concluded at the same placeBasleon the 22nd of July, by which she gave up all the Spanish part of San Domingo. To purchase the French evacuation, the Ministers of Spain itself recognised the Batavian Republicwhich was become, in reality, a province of Franceand promised to intercede with Portugal, Naples, Parma, and Sardinia. The Grand Duke of Tuscany followed with a proclamation of a treaty of neutrality with France, on the 1st of March. Sweden and the Protestant Cantons recognised the French Republic and the Batavian one, its ally; and the Duke of Hesse-Cassel, and even George III., as Elector of Hanover, were compelled to an agreement to furnish no more troops to the Emperor of Germany. Whilst the Allies were thus falling away in rapid succession before the forces of[444] Republican France, Britain, instead of taking warning, and resolving to mind only her own business, went madly into fresh treaties with Continental Powers. Russia and Austria were received into fresh treaties of mutual defence. Russia we were to assist with ships, and Austria with twenty thousand foot and six thousand horse, or to pay each month ten thousand florins for every thousand infantry, and thirty thousand florins for every thousand of cavalry. To complete the circle of treaties, Sir Gilbert Elliot, British Governor of Corsica, entered into a treaty with the Dey of Algiers, by which, on payment of a hundred and seventy-nine thousand piastres, he was to restore all the Corsicans captured and enslaved by him, and was to enjoy the strange privilege of carrying all his piratical prizes into the ports of Corsica, and to sell them therewhich was, in fact, licensing this chief of sea-robbers to plunder all the other Italian States.
TWO:The demoralisation appeared further in the abuses connected with the distribution of relief. The reports of the Commissioners have stated that, in those districts where the relief committees worked together with zeal and in good faith, the administration was excellent, checking fraud and imposture, while it relieved the really distressed. But in some districts this was unhappily not the case. Abuses existed, varying from apathy and neglect to connivance at frauds and misappropriation of the funds. Gross impositions were daily practised by the poor. The dead or absent were personated; children were lent for a few days in order to give the appearance of large families, and thus entitle the borrowers to a greater number of rations. Almost the whole population, in many cases, alleged poverty and looked for relief; and then, conceiving the receipt of cooked food a degradation, they endeavoured to compel the issue of raw meal. One universal spirit of mendicancy pervaded the people, to which in several places the committees offered no opposition. Yielding to intimidation, or seeking for popularity, they were willing to place the whole population indiscriminately on the lists to be supported by public charity.These arrangements being complete, Charles lay at Pinkie House on the 31st of October, and the next day, the 1st of November, he commenced his march. Each of the two columns was preceded by a number of horsemen to act as scouts. In the day of battle each company of a regiment furnished two of its best men to form the bodyguard of the chief, who usually took his post in the centre, and was surrounded by his brothers and cousins, with whom it was a point of honour to defend the chief to the death. So set forward the Highland army for England, and it is now necessary to see what preparations England had made for the invasion.
TWO:The year 1824 is memorable in Ireland for the establishment of the Catholic Association. The Catholic question had lain dormant since the union. Ireland remained in a state of political stupor. There was a Catholic committee, indeed, under the direction of a gentleman of property, Mr. John Keogh, of Mount Jerome, near Dublin. But his voice was feeble, and seldom heard. The councils of the Roman Catholics were much distracted. Many of the bishops, and most of the gentry, recommended prudence and patience as the best policy. Liberal statesmen in England were willing to make concessions, but the conscientious scruples of George III. had presented an insuperable barrier in the way of civil equality. There was an annual motion on the subjectfirst by Grattan, then by Plunket, and lastly by Burdett; but it attracted very little attention, till the formidable power of the Catholic Association excited general alarm for the stability of British institutions. Adverting to the past history of Irelandher geographical position, her social state in respect of the tenure of property, and the numbers of the respective religious denominations of her peoplethe ablest Conservative statesmen considered that it would be extremely difficult to reconcile the perfect equality of civil privilege, or rather the bona fide practical application of that principle, with those objects on the inviolable maintenance of which the friends and opponents of Catholic Emancipation were completely agreednamely, the Legislative union and the Established Church. There was the danger of abolishing tests which had been established for the express purpose of giving to the legislature a Protestant charactertests which had been established not upon vague constitutional theories, but after practical experience of the evils which had been inflicted and the dangers which had been incurred by the struggles for ascendency at periods not remote from the present. There was the danger that the removal of civil disabilities might materially alter the relations in which the Roman Catholics[249] stood to the State. Sir Robert Peel, in his "Memoirs," recites those difficulties at length, and in all their force. He fully admits that "the Protestant interest" had an especial claim upon his devotion and his faithful service, from the part which he had uniformly taken on the Catholic question, from the confidence reposed in him on that account, and from his position in Parliament as the representative of the University of Oxford.[See larger version]
TWO:His arguments seemed to satisfy the Home Government, and a large force was sent from Agra to Gwalior, under Sir Hugh Gough, then Commander-in-Chief of India, as successor of Sir Jasper Nicholls. So much interest did Lord Ellenborough feel in this invading expedition that it was accompanied by him in person. The Mahrattas of course prepared to defend themselves. They were met at Maharajpore. After a severe struggle, in which the enemy were bayoneted at their guns, and a series of bloody conflicts had taken place in the streets, the British were victorious, and got possession of twenty-eight guns, with the key of the enemy's position. The battle, however, was not over when this vantage ground was gained; for though the enemy had fallen back, they were prepared for a desperate resistance in other less favourable positions. A general attack was then ordered. Brigadier Scott, at the head of the 10th Light Horse, and Captain Grant, with his Horse Artillery, had scattered their cavalry which covered the extreme right. General Vaillant then led on the 40th Queen's, and successively gained three strong positions, which the enemy defended with the utmost firmness and courage, not quitting their guns till they were cut down by their fierce assailants. In this attack they lost six regimental standards. The 2nd Native Infantry also acted bravely on this occasion. The 39th Queen's also made an impetuous attack, and the result was that the enemy were driven from all their entrenchments in utter confusion, with the loss of nine standards and sixty-four guns. Seven of our officers were killed on the spot or wounded mortally. Our total loss was 106 killed, and 684 wounded. The Commander-in-Chief wrote in his despatch:"I regret to say that our loss has been very severeinfinitely beyond what I calculated upon. Indeed, I did not do justice to the gallantry of my opponents." It was a loss certainly almost unprecedented in Indian warfare, and it is remarkable that this misfortune repeatedly occurred while Lord Gough was Commander-in-Chief. Lord Ellenborough, with his suite, was rash enough to be under fire during part of the engagement. The loss of the enemy was estimated at 3,000. Major-General Gray, with only 2,000 men, on the same day won a victory over 12,000 of the Mahrattas, in the fortified village of Mangor, about twelve miles from Gwalior. Here, too, the loss of the victors was very heavy, more than a tenth of the little army having fallen.
TWO:Ministers were soon compelled to pursue the policy which Pitt had so successfully inaugurated. With all the determination of Lord Bute and his colleagues to make a speedy peace, they found it impossible. The Family Compact between France and Spain was already signed; and in various quarters of the world Pitt's plans were so far in progress that they must go on. In East and West, his plans for the conquest of Havana, of the Philippine Isles, and for other objects, were not to be abruptly abandoned; and Ministers were compelled to carry out his objects, in many particulars, in spite of themselves. And now the unpleasant truth was forced on the attention of Ministers, that the war which Pitt declared to be inevitable was so, and that he had recommended the only wise measure. The country was now destined to pay the penalty of their folly and stupidity in rejecting Pitt's proposal to declare war against Spain at once, and strip her of the means of offence, her treasure ships. Lord Bristol, our ambassador at Madrid, announced to Lord Bute, in a despatch of the 2nd of November, that these ships had arrived, and that all the wealth which Spain expected from her American colonies for the next year was safe at home. And he had to add that with this, Wall, the Minister, had thrown off the mask, and had assumed the most haughty and insolent language towards Great Britain. This was a confession on the part of Lord Bristol that he had suffered Wall to throw dust in his eyes till his object was accomplished, and it made patent the fact that Pitt had been too sagacious to be deceived; but that the new Ministers, whilst insulting Pitt and forcing him to resign, had been themselves completely duped. Spain now, in the most peremptory terms, demanded redress for all her grievances; and, before the year had closed, the Bute Cabinet was compelled to recall Lord Bristol from Madrid, and to order Fuentes, the Spanish ambassador in London, to quit the kingdom. On the 4th of January, 1762, declaration of war was issued against Spain. Neither king nor Ministers, seeing the wisdom of Pitt's policy and the folly of their own, were prevented from committing another such absurdity. They abandoned Frederick of Prussia at his greatest need. They refused to vote his usual subsidy. By this execrable proceedingfor we not only abandoned Frederick, but made overtures to Austria, with which he was engaged in a mortal strugglewe thus threw him into the arms and close alliance of Russia, and were, by this, the indirect means of that guilty confederation by which Poland was afterwards rent in pieces by these powers. On the 5th of January, 1762, died the Czarina Elizabeth. She was succeeded by her nephew, the Duke of Holstein, under the title of Peter III. Peter was an enthusiastic admirer of the Prussian king; he was extravagant and incessant in his praises of him. He accepted the commission of a colonel in the Prussian service, wore its uniform, and was bent on clothing his own troops in it. It was clear that he was not quite sane, for he immediately recalled the Russian army which was acting against Frederick, hastened to make peace with him, and offered to restore all that had been won from him in the war, even to Prussia proper, which the Russians had possession of. His example was eagerly seized upon by Sweden, which was tired of the war. Both Russia and Sweden signed treaties of peace with Frederick in May, and Peter went farther: he dispatched an army into Silesia, where it had so lately been fighting against him, to fight against Austria. Elated by this extraordinary turn of affairs, the Prussian ambassador renewed his applications for money, urging that, now Russia had joined Frederick, it would be easy to subdue Austria and terminate the war. This was an opportunity for Bute to retrace with credit his steps; but he argued, on the contrary, that, having the aid of Russia, Frederick did not want that of England; and he[173] is even accused of endeavouring to persuade Russia to continue its hostilities against Prussia; and thus he totally alienated a power which might have hereafter rendered us essential service, without gaining a single point. The Duke of Newcastle, man of mediocre merit as he was, saw farther than Bute into the disgraceful nature of thus abandoning a powerful ally at an extremity, as well as the impolicy of converting such a man into a mortal enemy; and, finding all remonstrances vain, resigned. Bute was glad to be rid of him; and Newcastle, finding both his remonstrance and resignation taken very coolly, had the meanness to seek to regain a situation in the Cabinet, but without effect, and threw himself into the Opposition.
TWO:In Ireland the magistrates acted on the circular, and on the 23rd of February, 1811, two magistrates proceeded to disperse the Catholic committee in Dublin. They were told by the committee that they were sitting simply for the purpose of petitioning Parliament, and they did not venture to interrupt it. The movement went on all over Ireland, the committees were numerously attended, and, notwithstanding a proclamation from Dublin Castle commanding the magistrates everywhere to disperse all such gatherings, in Dublin the general committee, numbering nearly three hundred persons, met in Fishamble Street on the 19th of October. Police were sent to disperse them, but on arriving they had already signed the petition, and were coming away amid a vast concourse of spectators. Several persons were arrested and tried, but the juries returned verdicts of "Not Guilty."Sir Robert Wilson, the British Commissioner, urged Kutusoff, indeed, to make one general and determined attack on Buonaparte and this small body before the other divisions could come up; and there can be no doubt that, had he done so, he would have destroyed the division utterly, and made himself master of Napoleon's person. But though Kutusoff had fought the battle of Borodino, he had now grown over-cautious, and did not do that which it was the plan of Barclay de Tolly, whom he superseded, to do when the right moment came. Whilst Kutusoff was thus timidly cannonading, the division of Davoust came up, and he retired, allowing both Buonaparte and Davoust to secure themselves in Krasnoi. As for Ney, he was left behind wholly surrounded by the Russians who had harassed the rear of Davoust, and were thus interposed between Davoust and himself, as well as swarming on his own flanks and rear. Napoleon could not wait for him, even at Krasnoi. He learned that the Russians were drawing fast towards his crossing-places at the Dnieper and the Beresina; that Prince Galitzin with a strong force was about to occupy Krasnoi; that the Dnieper at Liady would be immediately in the hands of the enemy. He therefore called Mortier, and squeezing his hand sorrowfully told him that he had not a moment to lose; that the enemy were overwhelming him in all directions; that Kutusoff might have already reached Liady, perhaps Orcha, and the last winding of the Dnieper was yet before him. Then, with his heart full of Ney's misfortunes, he withdrew, in despair at being forced to abandon him, towards Liady. He marched on foot at the head of his Guard, and often talked of Ney. He called to mind his coup-d'?il, so accurate and true, his courage, proof against everythingin short, all the qualities which made him so brilliant on the field of battle. "He is lost! Well! TWO:At this juncture Napoleon proceeded to set all Europe against him. A conspiracy had been set on foot against his Government by the Royalists, notably by one Lajolais, who had formerly fought under Pichegru, and in 1794 had assisted him in his intrigues with the Bourbon princes. On arriving in London he had interviews with Pichegru, Georges Cadoudal, the Chouan chief, the Polignacs, the Count d'Artois, the Duke of Berry, etc., and assured them that such was the feeling against Buonaparte in France, that it only needed the appearance of the Royalist leaders, and their forming a league with Moreau, the victor of Hohenlinden, whom he truly represented as greatly disgusted with Buonaparte, to produce a revolution and crush the aspiring First Consul. The statements of Lajolais were listened to, and a vessel, under the command of Captain John Wesley Wright, was despatched to the coast of Brittany, with General Georges Cadoudal, the Marquis de la Rivire, the brothers Armand and Jules Polignac, and some others, whom he put safely ashore in the autumn of 1803. Pichegru, Georges Cadoudal, the Polignacs, de la Rivire, and the rest of the Royalists, about thirty in[497] number, had made their way to Paris, and were living there secretly, endeavouring to learn the real state of the public mind, and Pichegru and Cadoudal had been introduced to Moreau. Pichegru saw Moreau at least twice, and on one of these occasions he took with him Georges Cadoudal; but Moreau seemed taken by surprise by their communications with him, and was so horrified by the language and proposals of the daring Chouan, that he desired Pichegru not to bring that irrational savage again into his company. It appeared pretty clear that there was some mistake somewhere; and that Moreau, however much dissatisfied with Napoleon, was by no means disposed to enter into any Royalist conspiracy. Had the delegates found things ripe for such a revolution, they were to inform the Bourbon princes in London, and they were to make a strong descent on the coast of Brittany; but they all felt so satisfied that Lajolais had given them false information, that they were about to quit the capital, and to return to England, Captain Wright having been lingering with his frigate on the Breton coast for that purpose, when Fouch the Minister of Police, pounced upon them. He had been keeping a strict watch on all their movements; he had now established their intercourse with Moreau, and trusted to be able to make sufficient use of that fact to destroy both them and him. It was asserted, although there is no proof whatever of the fact, that the plan included the murder of the First Consul. Further, in order to bring odium upon England, Buonaparte succeeded, by means of his agents, in entrapping Messrs. Drake and Spencer Smith, our Ministers at the courts of Bavaria and Würtemberg, into consenting to the conspiracy. They knew nothing of the real plot, but being informed that a Royalist conspiracy was on foot, gave it a certain amount of countenance. Napoleon thereupon accused them of being accomplices in a diabolical plot to assassinate him, forced the Courts to which they were accredited to expel them, and circulated throughout Europe a violent attack on the British Government. In an exceedingly able and dignified reply Lord Hawkesbury pointed out that Britain was at war with France, and had a right, which she intended to use, to take advantage of the political situation in that country. Napoleon gained little by his Machiavellian man?uvre.In 1827 began the plan of publishing monthly volumes of valuable scientific works, previously so expensive as to be beyond the reach of the multitude. To Mr. Constable, of Edinburgh, belongs the credit of this plan; but he failed before it could be carried out. His name, however, was given to the series, and "Constable's Miscellany" was started in 1827. The works were issued in monthly numbers, at a shilling each, and in volumes at 3s. 6d. each. Mr. Murray, the eminent London publisher, took up the idea, and published monthly volumes of "The Family Library," at five shillings each. A series of "Sacred Classics" was also published. The "Edinburgh Cabinet Library" commenced in 1830, and contained the works of some of the first writers of the day. There was also a series called a "Library of Entertaining Knowledge," in four-shilling volumes, started by the Society for the Diffusion of Useful Knowledge, which was established in 1825. The first of its sixpenny treatises on science was issued in 1827. It was "A Discourse on the Objects, Advantages, and Pleasures of Science," by Henry Brougham. The society thus began to work upon a vast field, a mere skirt of which it was able to cultivate.
THREE:Rodney, on reaching the West Indies, found, as we shall see, a combined fleet of French under the Count de Guichen, and of Spanish under Admiral Solano; but he could not bring them to an engagement, and, after a brief brush, they eventually eluded him, Solano taking refuge in Havana, and De Guichen convoying the home-bound merchant ships of France. Disappointed in his hopes[272] of a conflict with these foes, Rodney sailed for the North American coasts. Scarcely had he quitted the European waters, however, when the Spaniards took a severe revenge for his victory over them at St. Vincent. Florida Blanca, the Minister of Spain, learnt, through his spies in England, that the English East and West Indian traders were going out under a very foolishly feeble escortin fact, of only two ships of the line. Elated at the news, Florida Blanca collected every vessel that he could, and dispatched them, under Admirals Cordova and Gaston, to intercept this precious prize. The enterprise was most successful. The Spanish fleet lay in wait at the point where the East and West India vessels separate, off the Azores, captured sixty sail of merchantmen, and carried them safe into Cadiz. The two vessels of war escaped, but in the East Indiamen were eighteen hundred soldiers going out to reinforce the troops in the East.GEORGE I.

Sir George Prevost now put himself at the head of the brave troops that had so lately advanced from conquest to conquest under Wellington. He had eleven thousand of these brave fellows, including a fine regiment of cavalry, and a numerous train of artillery. With such an army, an able general would not only have cleared the whole frontier of Canada, but would have inflicted a severe chastisement on the Americans in their own territory. The great object to be accomplished was the destruction of Sacketts Harbour, with which must fall at once the whole naval power of America on Lake Ontario. Every military man expected that this would be done; but Sir George, after waiting in a camp at Chamblay, advanced to Plattsburg Harbour, on Lake Champlain. But there he would do nothing till the American flotilla, which lay in the harbour, was also attacked. For this purpose Captain Downie was sent by Sir James Yeo from the Ontario squadron suddenly to take command of a squadron of a few ships and a miscellaneous naval force, as hastily mustered and knowing little of each otherDownie knowing only one of his officers. The ship which he commanded was just launched, was unfinished, and everything was in confusion: yet in this condition, Sir George Prevost insisted on their going into action against a superior and well-prepared American squadron, promising to make a simultaneous attack on the harbour and defences on land. Downie commenced the attack on the water, but found no co-operation from Sir George on shore, who stood still till he had seen Downie killed, and the unequal British vessels, three in number, fairly battered to pieces, and compelled to strike. And, after all, Sir George never did commence the attack on the fort with that fine army, which would have carried it in ten minutes, but marched back again, amid the inconceivable indignation of officers and men, who could not comprehend why they should be condemned to obey the orders of so disgraceful a poltroon. On their march, or rather retreat, they were insulted by the wondering Americans, and abandoned vast quantities of stores, ammunition, and provisions. The loss of men during this scandalous expedition was not more than two hundred; but eight hundred veteranswho had been accustomed to very different scenes, under a very different commanderin their resentment at his indignity went over to the enemy. In fact, had this unhappy general continued longer in command, the whole British force would have become thoroughly demoralised.As it was now clearly useless to endeavour to prevent these desperate hordes from crossing the Nerbudda, it was determined to march into their own retreats beyond that river, and regularly hunt them down. Sir John Malcolm, one of our ablest officers, who has left us a most graphic account of these transactions, had just now returned from England, and he was appointed, with Major-General Marshall, to this service. Not only Cheetoo, but Kureem, was again on foot; and Sir John learnt that Cheetoo was posted near the camp of the Holkar Mahrattas, and had received a lac and sixty thousand rupees from the Peishwa. By this time he had advanced as far as Agra, but on this information he fell back on Oojein, where Sir Thomas Hislop lay with another body of troops. On the 21st of December, 1817, Holkar's army and Cheetoo's army made a united attack on the British at Mahidpore, on the banks of the Seepra. They were received with a murderous slaughter, and fled, leaving seventy pieces of artillery, all they had, and a great quantity of arms. They fled in confusion to Rampoora, a fortified town in Malwa. The British on their part had suffered severely, having one hundred and seventy-four killed, and six hundred and four wounded. Amongst these were thirty-five officers wounded, half of them severely.All this time, too, the brave Tyrolese were in open revolt, so that the success of Austria would have instantly produced a universal rising of the country. But for six weeks the Austrians continued to allow Napoleon to keep open his communication with Vienna, whence he procured every material for building, not one bridge, but three; timber, cordage, iron, and forty engines to drive the piles, were procured from its ample magazines. Besides building the bridges, Buonaparte had quickly fortified the island, and placed batteries so as to prevent any successful attack upon him, whilst he was now furnished with the means of issuing from the island almost at pleasure. Since their being cooped up on Lobau, the French had received numerous reinforcements; and though the Archduke John was marching to join the Archduke Charles, Eugene Beauharnais was close at his heels, continually harassing him and compelling him to fight. On the frontiers of Hungary, the town of Raab ought to have enabled John to resist and retard Beauharnais, and have allowed the Archduke Regnier, who was organising another army in Hungary, to come up; but Raab only stood out eight days, and John was obliged to cross the Danube at Pressburg, to endeavour to advance and make a junction with the Archduke Charles. But Eugene Beauharnais managed to join Buonaparte still earlier, and the Emperor did not then allow John to unite with Charles; for, on the night of the 5th of July, he began to fire on the Austrians, on the left bank of the Danube, from gunboats; and whilst they were replying to this, he quietly put his forces across the river. At daylight the next morning the Archduke Charles was astonished to find the French army on the open land; they had turned his whole position, had taken the villages of Esslingen and Enzersdorf, and were already assailing him in flank and rear. The archduke retired upon Wagram, which was lost and taken several times during the day. Buonaparte attempted to break the centre of the Austrian line by a concentrated fire of grape-shot, but the Austrians replied vigorously with their artillery. The French were held in check, if not repulsed. The Saxons and other German troops displayed a disposition to break, and go over to the Austrians. Buonaparte spoke sharply to Bernadotte of the conduct of the Saxons, and the marshal replied that they had no longer such soldiers as they brought from the camp of Boulogne. When night closed the French were in confusion, and, in reality, worsted. The next morning, the 6th of July, the archduke renewed the attack on all the French lines, but is said to have left his centre too weak. Buonaparte again endeavoured to break it, but failed. Bernadotte, Massena, and Davoust were all in turn driven from their positions. Buonaparte, in a state of desperation, cried, "The Austrian centre must be battered with artillery like a fortress." He ordered Davoust to make a desperate charge on the left wing, and called on Drouet, the general of his artillery, to bring up all the artillery of the Guard, and support Davoust. Davoust directed the whole of his force on the left wing, which was broken, and then Buonaparte, forming a dense and deep column of all his best troops, old and new Guards, and his celebrated[591] Grenadiers cheval, under Macdonald and Beauharnais, drove against the centre with a fury that shattered it, and the battle was decided. But at what a price! The Austrians had twenty-six or twenty-seven thousand killed and wounded, and the French upwards of thirty thousand. Buonaparte lost three generals, and had twenty-one wounded. The Austrians had thirteen generals killed or wounded; but they had taken many more prisoners than they had lost. Whilst the battle was raging, the Archduke John was approaching from Pressburg; but Austrian slowness, or, as it is said, conflicting orders from his brother and the Aulic Council, did not permit him to come up in time, or he would assuredly have turned the day.
